Yes I used a converter to change the file type. I used https://convertio.co/wav-mp3/ and the current bit rate is 192kbps
I tried to lower the bit rate all the way to 40kbps but it still didn't work...

I have made those changes and now have a new error.
When I go to play the sound, the game console says:
MP3 initialized with no sound cache, this may cause janking. [ sound\medic_hat_taunts01.mp3 ]...

I have hit a little snag.. I can't get my sounds to work. I get this readout in the game console:
Failed to load sound "tf\sound\medic_hat_taunts01.wav", file probably missing from disk/repository

I looked into my extensions folder and I have "clientprefs.ext.dll" but I don't seem to have "dbi.sqlite.ext.dll"

If you mean "You are running a windows server?" by if I'm on windows then that...
