Did you tried the plugin [CSS/CS:GO] Weapon Restrict (https://forums.alliedmods.net/showthread.php?p=950174) ?

You can configure weapon restrict per player in the file perplayerrestrict.txt.

It's a game bug, the only way to fix this is to use a plugin to kick players when the server is full.

For your first problem, it should work :

#pragma newdecls required

For your second problem, what do you mean "user doesn`t get privileges" on the event player_spawn...
