I disabled all plugins, but the same thing. I tried to do what you wrote but do not help. PS. I do not use the EU.
I use SourceMod 1.4.1 Released, Metamod:Source 1.8.7 Released.

It is desirable that the write !rr in chat, round restarting. Or maybe in admin panel (sm_admin) select commands restart game "mp_restartgame 3".
