well, I've actually tried completely...

well, I've actually tried completely re-installing server, and running no extra MODs, like UWC3 or SHERO, and no plugins, and I get the same problem, but thanks for the suggestion.

sv_maxspeed

Everytime map changes sv_maxspeed defaults to 720. As does mp_freezetime to 15. Any suggestions?

In my SERVER.CFG:
sv_maxspeed 400
mp_freezetime 3

In my AMXX.CFG:
