"cannot connect to server" with custom maps

I have a counter strike 1.6 server and there a few peope that can not connect whenever we go to custom maps. the get the message "cannot connect to server"
his did not used to be a problem but...

Hey, I used to play on a CS 1.6 server that had a plugin that would balance the teams automatically. Not just if the numbers were off but like if one team was winning every round it would switch two...
