We use ReHLDS for more optimization, ReGameDLL to handle our game rules and replace default ones. ReAPI is our access to engine and gamedll.

We use ReHLDS because it's daily updated and open-source. We don't use HLDS because simply it's outdated.
For our Mod, ReHLDS not must for us. We just used it so we can access the engine functions...

No can't be done in amxmodx v 1.8.2 .. You don't need to update the whole AMXMODX only go to dlls folder delete the old one and add the new and this won't effect any plugin you run don't worry. Also...

Hello, If you try name your name with Unicode characters like "Raᴴᴱᴱᴹ" it will appear in the game unnamed if your hlds version out-dated.

Solution: Update your HLDS or use Uni-Code Patch.
