You should be able to get away with 760 (owner\group permissions - Owner = R\W\E Group - R\W) permissions. You only need to set this if you are running a Linux box and Sourcemod if installed...

One small suggestion, I'd recommend changing the command from:
sm_give
to something like sm_sgive. There another plugin that I use that has the sm_give function and seems to overlap with them...

What he means is that Sourcemod has an autoupdate connection in it, so if you stop\start or restart your server it will auto update itself with the new file and your server will be back to normal.
