Fake Player Voice Chat

Would it be possible to create a fake server player (such as a bot) and then pass that fake player audio to be played over Voice chat? Or would this be incredibly hard?

So, if I understand this correctly, There are only 6 custom flags? Is it poissible to make (from the sourcemod level, not the plugin level) more flags? I suppose it does not appear immediately...

Oops, my bad, i did actually have it as databases.cfg :) And restarting the server fixed it. Would be nice if that was in the instructions more clearly.
