I don't know. You could try debugging it yourself or make sure that amxx.cfg is loading properly. Also try amx_rcon amx_viewmode_force_thirdperson 1

Add " amx_viewmode_force_upleft 1 " to your amxx.cfg file and it will always force it. If you want to force it for just one map at a time, type this in console (it will reset when the map changes):
