I tested remove sm_cvar mp_gamemode survival to server.cfg and connected by openserverbrowser
same pb and map no start survival mode

my sourcemode is fresh install, I have no add plugins and addon I juste tested 1 worshop survival map https://steamcommunity.com/sharedfiles/filedetails/?id=1844631434

the console server say fine

(cvar "mp gamemode") (value "survival")

my server.cfg have
