I don't recommend using VPS for running more than two servers, because VPS is a Virtual Private Server. The word Virtual explains it all. As jwright8 said, multiple servers on VPS can cause lag...

You should block IP ranges from which you are being attacked, upgrade your internet connection speed and hardware.

If you're using ordinary metamod try to switch to metamod-p.
Also update the HLDS to the newest stable build, so some vulnerabilities will be fixed.
