What is mean "difficulty configs"? Some console variable?
You changed it in cfg and it is not applyed in game?
Did you try manually change it in game using:

sm_cvar name_of_cvar "new_value"

If Buffer Overflow Fixer doesn't help you to force reading correct values from cfg, try to use it together with ConVar Anomaly Fixer (https://forums.alliedmods.net/showthread.php?p=2593843).
