sm_restrict_magnum_ct "0"
sm_restrict_awp_t "0"
sm_restrict_magnum_t "0"

With these settings, i can buy the AWP in the console.

"buy magnum"

type "buy magnum" in the console.

"buy awp" or buy "buy magnum"

I canīt find my fault.
