Spawn Laser Obstacle

How can we prevent laser installation on spawn points? Because they set up lasers on spawn points and zombies die very easily.

After writing the plugin to plugins.ini, I will add debug ( pluginname.amxx debug ) to the end and open the map and type nsmenu in the console, right?
