would it be possible to add custom skins by steamid? And can we use for example awp dragon lore and will it not go against valve tos?

so I have a question lay295 what if I used this http://csgo.gamebanana.com/skins/143118 won't this be against valve TOS? since its a butterfly and you could have this with weapon paints

I was wondering about the same for what i remmember they said that you could not have custom skins
