What does your serverlist.ini looks like? Are you certain that you did put all of your servers in it?

It's a include, includes are located in amxmodx/scripting/include.
You need to put the serverredirect.inc (xredirect.inc) if you want to compile the plugin locally.

You must not forget that within the first 20 seconds of a new map, all servers, except the current server, are displayed as "down" by default.

Does the server list still say "down" afterwards?
