[DOD:S] Enable vote for winning team only

Hi,

i am working on a bigger "project".
but i am struggling with a problem.

I need a "map-vote" but only the winning team should be allowed to vote for it.

if i understood you right, all i need to do is to create the steam_appid.txt manually
and fill the csgo appid (740) in it,...
