Worked out something myself. This worked:

RegAdminCmd("sm_viptimebomb", Command_TimeBomb, ADMFLAG_CUSTOM1, "sm_vtimebomb <#userid|name> [0/1]");

Well if you are using Mani Admin Plugin it might be because of it. Try downloading the newest pack (v1.2.22.12) and don't forget to replace the Gametypes.txt...

Yeah, did you install Simple Chat Processor? Without it Simple Chat Colours plugin won't work.
