no, SDK = Software Development Kit, which means it should have source code.

Map editing and models don't count as an SDK.

valve has promised the full thing this week.

Unfortunately a flat file configuration does not fit into SourceMod's model. The administration system is database based, such as OpenLdap. Imagine writing something like phpBB using flat files...

Great news, Valve has released a preliminary Software Development Kit for the Source engine!
