General help and how to add effects?

I am new to TF2 items and the only thing I can get done with it is adding a shining particle effect to my texas ten gallon from this copy and paste I found on a thread:

I can spawn the golden wrench and saxxy, but it won't turn people into gold. Is this a bug or just what is supposed to happen?
