Your specs are pretty much fine... I'm just concerned of your upload speed. If you are capable, try using Linux (lower RAM usage + CPU), and maybe upgrade your internet speed for upload.

With 10000 rate at that connection, you can most probably host at least 35 players, assuming they have low ping.

Um well, try updating Sourcemod / Metamod first. That's the first step. If it still crashes, try removing all other plugins, instead of SourceMod base ones.

Please provide more details. Did you install the VDF for metamod? (http://metamodsource.net/vdf) Did you install all necessary files for the plugin in the correct folders?

I haven't had any problems. See if you have any extra plugins running apart from the default SourceMod ones. Or, leave your server on without any mods to see if it occurs. As zeroibis said, post...

No idea with the first part, but the last part you should use "changelevel <mapname>" instead.
