I've tested it:

it's the bullets discharge or cycle time (rate of fire). you can discharge eg. a SPAS 12 full clip in like 0.5 seconds, an M60 in about 6 seconds at double rate (2.0) - forget...

'sm_iammo_enable 1' - you can set this as a cvar also

'sm_iammo' or '!iammo' in chat - it will always enable/disable inf ammo on you (if you're an admin...
