This is ad fill, it depends on the ad campaigns running in certain countries. You won't get an ad all the time, and if you're in a very low ad fill country - hardly ever.

I've never tried the webshortcut plugin myself, but it is possible that some 3rd party plugins will conflict of course.

It depends where your players are from, and where you're showing the ads.

If there's no ad available in your region at the time, you won't get an ad. Also you won't get ads outside the Steam...

Also to clarify Valve disallow forcing ads. You will still get paid if the ad plays regardless of forcing, though forcing helps CTR.

Guy's bear in mind that when the Steam problem was fixed it takes a while for people to download the latest Steam client update and catch up. Most people don't restart their steams and download it...

After the advertisement you can redirect a user to a URL of your choice.

Bear in mind if they skip the MOTD they might not see it. However, if there is no advertisement they will pretty much go...
