You can already do this in the beta version with sm_respawn XY 1 , where is the 1 means respawn at the death position.

Per player? Hmm i forget about that, i doing my maps at this time for zombiemod, after that i will do the commands.

Becouse, the scramble is calculating with player's scores, and making the team skill-equal and then reset everthyning, in the future i will add the balance command, which just do a quick team balance...

Another method is just press the drop weapon button (mine is 'q') and this will disable in client-side.
