I never met this situation where server exceeds 18 players or above.
Last I tried it, the server keep crashing because TLS update has added more entities into the game and some engine limit I think....

In l4d1, I set the L4D2 infected person to 0. I tested with four computer people. I was a tank and no other infected person appeared

According to the code Beatles writes, the tank spawns after survivors has left the start saferoom for at least 70 seconds, so it can not control where to spawn tank.
