Have you tested if this is caused by Mutant Tanks?
Does this happen only in certain cases, like when you have an active reward from killing a Tank?

it's hard to tell why some tanks are missing. usually when a tank is missing from the list, it's either none of the abilities they have is installed or the area you're standing in is too...

It's possible but overly complicated. You can just use the playercount configs to set the shield's health for each number of players.
