I don't think the plugin will work unless the game can run SourceMod. The standalone Chat Relay might work, though. I haven't tested it with HL1, but it works with CS 1.6 and other GoldSrc games.

Solved. I did a clean install of MM:S 1.8.7 and SM 1.3.8 and the server started. I copied in my custom configs (admin_groups.cfg and admins_simple.ini) and the server still started. I don't know...

I had messed with the permissions on my /tmp directory, and that's what was causing the "Failed to open/read local data" error. But those messages were coming from BreakPad, after SRCDS had crashed....

I used the BAT debug binary and ran srcds_i486 under gdb per the documentation. Here's what happened:
$ export LD_LIBRARY_PATH=".:bin:$LD_LIBRARY_PATH"
