What can i say .. 70% non steamers in India .. If everyone makes the steam only server .. Next day Counter Strike Dies ..

if(!file_exists)

their must be a if condition like the one above somewhere making a check...

See ur server.cfg for rcon password .. Change it
Now locate the users.ini
and Remove the L flag from all the Non Steam Admins by name or IP
you are done :)

may be there was some hud.txt problem (File was needed to be written manually)

Man .. Its all Set u just need to Disable the HUD message cvar .. And Keep the message Cvar as 1 ..

For your kind info India has more than 70% Non Steamers.I DO have Steam Still Prefer to play Non STeam :| That D3D Support Removal by Valve Decreased Steamers by over 10-15% in India.
