Don't worry. It doesn't cause any damage to your computer. It uses a lot of resources when mm_insane is 1 or 2. Just use mm_insane 0, set sv_ticrate to 1100 and you will get 1000 fps without a high...

Your server lags because of low upload speed. You can get more than 64 fps using mmtimer or linux system. And don't forget to increase sv_ticrate.
