Force download sound

Hello, I want to force my clients to download a sound when they join because at the moment it just ignores my sound that is in tf/sounds.
I have tried searching but no avail.

Hi,
Is there a way to sort of 'emulate' another flag using custom flags, for example:
I have admins that are on the z flag but I am also on the z flag, but I have a plugin that gives certain flags...
