Read the first post again, it tells you how to install this plugin. Also, this plugin has nothing to do with the users.ini.

You are not setting up your admins correctly. It should be:

Then you have not set up your admins correctly. This plugin has nothing to do with your users.ini. Post your users.ini and plugins.ini

You can not add or remove some one admin with this plugin, you must be talking about AMXBans.

You will need colorchat.inc.

^1 = Normal color
^3 = Red color
^4 = Green color

That's not possible unless you ARE using MYSQL.

That's what it supposed to do. If you don't want to ban them on all of your servers, then don't use the MYSQL.
