Most probably because you haven't set "FollowServerGuidelines" to "no" in addons/sourcemod/configs/core.cfg

[SM] Exception reported: Cannot set m_iItemIDLow with "FollowCSGOServerGuidelines" option enabled.
Go to addons/sourcemod/configs/core.cfg and make "FollowCSGOServerGuidelines" yes
