yes.

you can block almost any sound, except for ambient and Guns sounds.
(For ambient sound use HookAmbientSound)

Recently I saw many players turning on and off their flashlight very fast (they bound "impulse 100" to their mwheelup / mwheeldown buttons), and by that spamming with the flashlight sound.

There is no need to rockthevote, nominations or mapchooser in your server in order to this plugins to work...
I'm using this instead of them on my mix servers.

Powerlord, Not really, it's more like letting the admins decide when they want the map-vote to start, not the players in the server.
