How can I make other .smx aware of other .smx?

For instance, can a.smx see a #define from b.smx?

Can a.amx see a variable/array/function from b.smx?

Thanks for the quick update but it spams my console with "Loading complete." endlessly.

edit: also I just tested in GMod with someone who is VAC Banned only in GMod and no combination worked to...

If you won't give any source then how about a blacklist version instead of this whitelist? My use is for GMod where I want to allow VAC banned people unless specified not to via blacklist.
