1) Yes, remove the ";" from restmenu.amxx in amxmodx/configs

2) Again, go to amxmodx/configs/amxx.cfg and find "amx_scrollmsg" and change it to your message.

Basically what Mel is trying to say is you have to catch before the user jumps to disable it. From my experience, this would be a bit complacated for me to show you an example..sorry. :(

Are you trying to make sure the user has read something before entering the game? I.E Rules? If so, I would go with what Brad said.
