Your files seem correct, you just probably haven't set up admin groups.

In \addons\sourcemod\configs you will see the following files:

\admingroups.cfg
\admins.cfg

Great plugin!

Slight problem with the admin groups for it though. I got everything working, but everyone has access to the models, even pubbers.
