does your new build take the hand on the l4d kick-system and sets its timer to a new value for kicking ?
i think your manager is mostly interresting for all games that valve did without this new...

the server is L4D , i tested "[L4D(2)] AFK Manager" http://forums.alliedmods.net/showthread.php?t=115020&highlight=L4D+AFK+Manager and it acts a bit the same way as your manager .
