show messages on lower left side like server owners are this and this

i recently bought a joister server
and i want to show a message like coloured chat in loop to display several messages like owners name etc etc
please help me out with a plugin or how to do it....

i can hear all the other sounds except the radio sounds like affirmative bomb has been planted etc
i have all the sound files in the radio folder i dont know what to do

when i play in my server its okay
but when i do not..
that is when i just play cs 1.6 like with bots and start a new game then this happens
but when i connect and play to my or any other...
