Alas, updating the AMX Mod X program did not resolve the spawn issue. Back to the drawing board! I will admit 1.9 does feel more stable than the previous version and am glad I installed it.

Yea, I've been having issues with players and bots stuck at spawn randomly during the map cycle. Hopefully, a complete wipe of the server and an update from 1.9 will resolve it.

Yea, the big os icon was what I downloaded which was missing the dll folder. I chose the base package from the os icon of the top entry in the table. Looks like it's all there.
