friend I have compiled this code provided by you but still the players are changing the name even the plugin is running by checking amxx plugins it is showing running it is not displaying in the chat...

Some of the Players in our Lan are not clean and they usually use command in their console cmd Name "Abuse the Server Name" they can change the name of the server any time and I can't caught them...
