Starting Weapon & Menu Restriction

Can someone make a plugin which , When player first joined , A custom weapon will be given to them , eg . Scout , Deagle & Knife with bullets . But no bullet for scout. & Also restrict the buy menu?

I've tried downloading that , but after I downloaded it, when I create my server , it started dcing. and after I've deleted the plugin , it can successfully load my server.
