FY map problesm

whenever my server changes to an FY map, it just restarts the server and kicks everyone and goes back to cbble. how can i fix this?

Plugins not working...

I just installed AMX mod X and it is registering with the server. However none of my plugins are coming up and I can't use any admin commands. I type "rcon amxx plugins" and it says:
