Got some help from D.Moder, he posted some code on his thread and I got it to work. I attached the compiled skinschooser below. make sure you have skin_downloads.ini in your sourcemod/config folder...

Oh yeah I know how to do that. What I was thinking of is making it so Owner has a higher immunity for kick/ban/mute, so the other admins cannot do any of those to the Owner, but they CAN...
