It means exactly what the error says. It can't connect to mysql. Have you made sure you entered in your information correctly? Please re-read the first post this is a very easy plugin to get working...

Is there any updates to this? I would love to have different adverts for different types of servers. Lots of ads I would like to have don't apply at all for different servers.

Nothing really. Put the sp in my sourcemod scripting folder, made anew subfolder called antitk put the two sp files indicated in the op in there, added sourcebans sp from google svn and tried to...
