Now it's compiling just fine, but it does not check whether the map it's changing to is the same as the current map. Effective result is if the timer is set to 0 minutes. It keeps calling a map...

I don't think its possible to change the rocket settings on the fly as they are stored in a configuration file. So all changes only take effect on a reload of the plugin or a mapchange.
