MY AMX MOD X is Version 1.60 and my METAMOD is Version 1.17.1.0

I have no idea what to put inside the PLUGINS.INI, I just added what the AMX MOD X site told me to. Do you know why it cant open...

When I load up my Dedicated Server, I go to console and type in "meta list" and AMX MOD X isn't on the list. So I typed "Log On" then "meta refresh" and it says:
