Let's be more specific: You can't catch commands that are handled client-side. This one is an example of such commands ;)

But eventually the voice message is sent to the server and then relayed back to the clients, is it not? Is there any way to catch that?

I notice there is a error message:

Cmd_AddCommand: +voicerecord already define

Wether I can override the client command?

I tried to use this method but to try and develop my own "gag" command but I failed as you did, I ended up sticking with the next best thing - AdminModX's Gag command.
When that Gag command is executed on someone they cannot use their mics anywhere nor can they hear mics anywhere. Unfortunately if you know the code for AdminModX's Gag command you can very easily "un-gag" yourself :( .

No, you cannot ungag yourself. It sets voice_enable (although that may actually be the serverside command, it might be a different one on client-side that it actually changes... can't remember) to 0. Setting it back to 1 does nothing until you restart the game.
