This is wrong.. I saw many times during testing player had that value set to 1 when he had no shield.

Seems to be an integer, not a float (according to HLSDK and .inc enums), can't find any use of it in HLSDK.
Why do you ask this ?

I saw that when player first spawns in the world it is always set to 1,
but before when player is connecting it's 0.
