If using Linux GCC comes with your distro. If using Windows, check MSVC++ Express or Mingw

If you want a free IDE to go along with mingw, http://www.bloodshed.net/devcpp.html

VC++ Express is free, and is very complete, and it's definetely better for Windows development, and in my preference, for everything else too. Check out both and see which one fits your uses better.

You can use MinGW.

Normally windows-only projects will use VC, but multi-platform tools sometimes rely on some of the GCC-only features, and thus use MinGW for the Windows binaries.

Why? The express edition and the platform SDK are free.
