motd.txt and internet explorer
I read that motd.txt when is displayed it use internet explorer engine and it has javascript disabled. It is a posibility to use firefox engine or somehow to enable javascript in order that motd.txt to be displayed corectly ?

Nope, the motd is handled by the HL engine. So, it would involve editing the client side dll files, and that may result in VAC flagging you for banning

Yes, good question :-) It would be nice to have Gecko rendering motds instead of Explorer's Trident. But the reason why programmers use Trident is that it's included in the Windows (and it's quite uneasy to get rid of it, blueh).
